PROGRAM ELIGIBILITY
The Housing Authority of the City of Passaic administers a Housing Choice Voucher Program (HCV). This program provides rental assistance to eligible residents. Eligibility is based on multiple factors, but before an application will be considered, income requirements must be met.

Once an applicant is deemed income-eligible, their name is added to a waiting list based on the date and time a properly completed application was received and the answers they gave to the preference questions on the application form.
Applicants must promptly report in writing, any changes in address, household composition or information which affect their position on the waiting list. Failure to comply with this requirement is cause for removal from the waiting list.
Applicants may request a waiting list status inquiry form no more than once every 6 months by visiting the HACP’s main office located at 52 Aspen Pl., Passaic. Doing so is highly recommended, as it is a form of documentation of waiting list placement.
PARTICIPATING IN THE PROGRAM
Once an applicant is found eligible, they must comply with all terms of the lease agreement made between the landlord and themselves.
Participants must immediately report any changes such as, but not limited to, income, employment status, and household structure. Participants will be re-certified annually to ensure all major factors affecting program eligibility are re-verified. Any changes occurring in between annual re-certifications must be reported to the assigned case-worker within 10 days. Each participant is assigned a case-worker based on their last name.
